L&rsquo;utilisation transfrontali\u00e8re appara\u00eet \u00e9galement au c\u0153ur de la proposition.<\/span><\/p>\n<h2><span style=\"font-weight: 400\">La Douma adopte en premi\u00e8re lecture le projet de loi introduisant les limites et la surveillance des investisseurs<\/span><\/h2>\n<p><span style=\"font-weight: 400\">La Douma d\u2019\u00c9tat russe a adopt\u00e9 en premi\u00e8re lecture un projet de loi sur les crypto-monnaies, d\u00e9finissant les r\u00e8gles pour les acteurs du march\u00e9. Selon TASS, la l\u00e9gislation \u00e9tablit une base r\u00e9glementaire pour les bourses, les courtiers et les institutions financi\u00e8res op\u00e9rant dans le secteur.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Sous le<\/span><a href=\"https:\/\/tass.ru\/ekonomika\/27176385\"><span style=\"font-weight: 400\">proposition<\/span><\/a><span style=\"font-weight: 400\">, la Banque de Russie ferait office de principal r\u00e9gulateur. Il autoriserait les participants et superviserait les activit\u00e9s li\u00e9es \u00e0 la cryptographie \u00e0 travers le pays. Les entit\u00e9s op\u00e9rant d\u00e9j\u00e0 dans le cadre du r\u00e9gime juridique exp\u00e9rimental de la banque centrale b\u00e9n\u00e9ficieraient d\u2019un acc\u00e8s simplifi\u00e9 au nouveau cadre.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Les banques et les courtiers cherchant \u00e0 entrer sur les march\u00e9s de la cryptographie b\u00e9n\u00e9ficieraient \u00e9galement d\u2019un processus rationalis\u00e9. Le projet de loi introduit un acc\u00e8s diff\u00e9renci\u00e9 pour les investisseurs, les divisant en cat\u00e9gories qualifi\u00e9es et non qualifi\u00e9es. Les d\u00e9taillants sont confront\u00e9s \u00e0 des limites : les achats sont plafonn\u00e9s \u00e0 300 000 roubles, soit environ 3 900 dollars. Les investisseurs professionnels ne seraient pas soumis \u00e0 ces restrictions.<\/span><\/p>\n<h2><span style=\"font-weight: 400\">Une nouvelle proposition autorise la cryptographie pour le commerce international dans un contexte de sanctions<\/span><\/h2>\n<p><span style=\"font-weight: 400\">La classification juridique constitue un \u00e9l\u00e9ment cl\u00e9 de la proposition.<\/span><a href=\"https:\/\/www.livebitcoinnews.com\/russia-moves-to-criminalize-unlicensed-crypto-services-with-new-law\/\"><span style=\"font-weight: 400\">Crypto-monnaie<\/span><\/a><span style=\"font-weight: 400\">seraient trait\u00e9s comme des biens, accordant \u00e0 leurs d\u00e9tenteurs une protection juridique en cas de litiges tels que la faillite ou le divorce. Dans le m\u00eame temps, l\u2019utilisation nationale de la cryptographie pour les paiements reste interdite, renfor\u00e7ant le statut du rouble en tant qu\u2019unique monnaie l\u00e9gale.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Les dispositions relatives au commerce ext\u00e9rieur constituent un \u00e9l\u00e9ment majeur. Les entreprises seraient autoris\u00e9es \u00e0 utiliser la cryptomonnaie pour les r\u00e8glements transfrontaliers. Les l\u00e9gislateurs affirment que cela pourrait aider les entreprises \u00e0 effectuer des transactions internationales malgr\u00e9 les sanctions en cours.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Kaplan Panesh, vice-pr\u00e9sident de la commission du budget et des imp\u00f4ts, a d\u00e9clar\u00e9 que le cadre renforce la clart\u00e9 juridique tout en maintenant le contr\u00f4le mon\u00e9taire.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Une approbation suppl\u00e9mentaire est encore requise. Le projet de loi doit passer les deuxi\u00e8me et troisi\u00e8me lectures avant d&rsquo;\u00eatre soumis au Conseil de la F\u00e9d\u00e9ration et au pr\u00e9sident.
