Het pakket voegt ook nieuwe digitale activa toe aan de beperkte lijst, met ingang van 24 mei 2026.<\/span><\/p>\n<h2><b>EU verschuift van gerichte vermeldingen naar volledig verbod op cryptoverstrekkers<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Eerdere EU-sanctiepakketten richtten zich op het benoemen van specifieke platforms. Die strategie, zo geven ambtenaren nu toe, werkte niet.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Volgens TRM Labs <\/span><a href=\"https:\/\/www.trmlabs.com\/resources\/blog\/eu-adopts-20th-sanctions-package-on-russia----including-a-sweeping-ban-on-all-crypto-asset-transactions-with-russian-and-belarusian-providers\"><span style=\"font-weight: 400\">merkte de EU expliciet op<\/span><\/a><span style=\"font-weight: 400\"> dat verdere individuele vermeldingen operators alleen maar zouden aanzetten tot het lanceren van vervangende platforms. Het blok noemde dit direct als reden voor het algehele verbod.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Het patroon dat TRM Labs omschrijft als de &#8220;Russische rebranding&#8221; speelde zich duidelijk af nadat wetshandhaving Garantex in maart 2025 in beslag nam.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Voormalige operators lanceerden Grinex, een bijna identiek platform dat slechts enkele maanden eerder in december 2024 was geregistreerd.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">De A7A5 stablecoin fungeerde als de financi\u00eble brug, waardoor gebruikers naadloos saldi van Garantex naar Grinex konden verplaatsen.<\/span><\/p>\n<p><b>Gerelateerde lectuur<\/b><span style=\"font-weight: 400\">:\u00a0<\/span><\/p>\n<p>https:\/\/www.livebitcoinnews.com\/russias-grinex-hit-by-13m-crypto-hack-trading-suspended\/<\/p>\n<p><span style=\"font-weight: 400\">Gegevens van TRM Labs tonen aan dat zelfs onder opeenvolgende Amerikaanse, Britse en EU-aanwijzingen het gebruikersbestand van deze platforms bleef groeien.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Transactievolumes daalden, maar adoptie zette door. Die dynamiek duwde de EU richting een bredere, ecosysteembrede aanpak.<\/span><\/p>\n<h2><b>Nieuwe crypto-activa toegevoegd aan EU-verbodslijst<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Het 20e pakket breidt Bijlage LIII uit, de EU-lijst van verboden crypto-activa.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">RUBx en de digitale roebel voegen zich nu bij A7A5, dat al was aangewezen onder het 19e pakket. Alle drie zijn onderworpen aan een transactieverbod vanaf 24 mei 2026.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Het verbod op de digitale roebel is opmerkelijk. <\/span><a href=\"https:\/\/www.livebitcoinnews.com\/duma-crypto-bill-introduces-licensing-and-investor-restrictions-in-russia\/\"><span style=\"font-weight: 400\">Rusland<\/span><\/a><span style=\"font-weight: 400\"> heeft zijn digitale centralebankvaluta nog niet op grote schaal gelanceerd. De geplande massale uitrol staat gepland voor september 2026.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Het preventieve verbod van de EU is bedoeld om dat mogelijke omzeilingskanaal te sluiten voordat het breed operationeel wordt.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Een parallel kader onder Belarus-sancties weerspiegelt deze maatregelen. Het verbiedt in Belarus gevestigde cryptoverstrekkers en voegt de Wit-Russische digitale roebel toe aan de lijst van beperkte activa.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Het pakket richt zich ook op Meer, een Kirgizisch handelsplatform dat wordt gebruikt voor de handel in A7A5, meldde TRM Labs.<\/span><\/p>\n<h2><b>Wat het verbod betekent voor cryptocomplianceteams<\/b><\/h2>\n<p><span style=\"font-weight: 400\">De verschuiving van entiteitsgebaseerde screening naar een algeheel verbod verandert de compliancerequirement significant.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Teams kunnen niet langer uitsluitend vertrouwen op het controleren van namen tegen een aangewezen lijst.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Volgens TRM Labs hebben bedrijven nu tools nodig die de vestigingsplaats en operationele basis identificeren van elke cryptodienstverlener waarmee ze interacteren.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In Rusland gevestigde platforms, inclusief nieuw opgerichte, vallen onder het verbod, ongeacht of ze op een specifieke aanwijzingslijst voorkomen.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">De maatregelen bouwen ook voort op de <\/span><a href=\"https:\/\/www.esma.europa.eu\/esmas-activities\/digital-finance-and-innovation\/markets-crypto-assets-regulation-mica\"><span style=\"font-weight: 400\">Markets in Crypto-Assets Regulation van de EU<\/span><\/a><span style=\"font-weight: 400\">, die sinds december 2024 volledig van toepassing is.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Jurisdictionele screening en wederpartij due diligence staan nu centraal om compliant te blijven.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Het 20e sanctiepakket van de EU verbiedt alle cryptoverstrekkers uit Rusland en Belarus, waardoor de toegang tot digitale activa wordt geblokkeerd in een grootschalige handhavingsverschuiving.
