Een belangrijk voorstel is onderschreven door <\/span><a href=\"https:\/\/www.reuters.com\/sustainability\/boards-policy-regulation\/ecb-backs-eu-plan-centralise-financial-supervision-2026-04-10\/\"><span style=\"font-weight: 400\">de Europese Centrale Bank<\/span><\/a><span style=\"font-weight: 400\">. Dit voorstel beoogt de regulering van crypto-aanbieders en financi\u00eble instellingen te consolideren. De herziening duidt dus op een verschuiving naar meer controle in de EU-markten.<\/span><\/p>\n<h2><b>ECB steunt EU-plan voor gecentraliseerd crypto-toezicht<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Het voorstel is ge\u00efntroduceerd door de Europese Commissie. Het stelt de overdracht van het toezicht op belangrijke financi\u00eble actoren naar \u00e9\u00e9n instantie voor. Dit omvat ook dienstverleners voor crypto-activa, ook wel CASP&#8217;s genoemd. Zo vallen multinationale ondernemingen onder \u00e9\u00e9n toezichthouder.<\/span><\/p>\n<p><b><i>Verwant artikel: <\/i><\/b><a href=\"https:\/\/www.livebitcoinnews.com\/europe-considers-ethereum-as-settlement-layer-for-a-euro-stablecoin-network\/\"><b><i>Europa kijkt naar Ethereum voor Euro Stablecoin-laag<\/i><\/b><\/a><\/p>\n<p><span style=\"font-weight: 400\">Het toezicht zal volgens het plan worden overgedragen aan de Europese Autoriteit voor effecten en markten (ESMA). Deze organisatie, gevestigd in Parijs, zal belangrijke marktspelers reguleren. Dit zijn handelssystemen, clearing systemen en bewaarbedrijven. Zo probeert de EU verschillen tussen nationale toezichthouders te minimaliseren.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Verder werd dit <\/span><a href=\"https:\/\/www.ecb.europa.eu\/pub\/pdf\/legal\/ecb.leg_con_2026_13.en.pdf\"><span style=\"font-weight: 400\">voorstel<\/span><\/a><span style=\"font-weight: 400\"> volledig gesteund door de ECB in haar advies van 9 april. Het noemde het plan een belangrijke stap naar grotere financi\u00eble integratie. Zo hoopt de EU meer competitieve en robuuste kapitaalmarkten te cre\u00ebren. Dit initiatief past ook in de bredere economische doelstellingen.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Daarnaast benadrukte de ECB de noodzaak van voldoende financiering voor ESMA. Het zei dat meer verantwoordelijkheden adequaat moeten worden gefaciliteerd. Financiering is dus noodzakelijk om implementatie mogelijk te maken. De ECB stelde ook een geleidelijke overgang voor om verstoring op de markt te voorkomen.<\/span><\/p>\n<h2><b>Politiek debat ontstaat naarmate EU toezichtshervorming voortzet<\/b><\/h2>\n<p><span style=\"font-weight: 400\">Ondertussen eiste de ECB een positie in het bestuurskader van ESMA. Het vroeg om een zetel zonder stemrecht in de raad van bestuur van de autoriteit. Dit zou de co\u00f6rdinatie tussen monetair beleid en markttoezicht mogelijk maken. Zo kan samenwerking tussen instellingen worden verbeterd.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Het voorstel wordt echter niet door alle EU-landen gesteund. Grote economie\u00ebn zoals Frankrijk en Duitsland steunen het plan volledig. Zij denken dat centralisatie effici\u00ebntie verhoogt en risico&#8217;s minimaliseert. Het financi\u00eble systeem heeft daar op de lange termijn baat bij.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Aan de andere kant hebben kleinere landen zorgen geuit over de verschuiving. Zij stellen dat nationale toezichthouders beter op de hoogte zijn van lokale markten. Zij vrezen dus de controle over het binnenlands financieel toezicht te verliezen. Deze onenigheid kan de voortgang van het voorstel vertragen.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Bovendien is het plan een belangrijke ontwikkeling voortkomend uit de Markets in Crypto-Assets Regulation. <\/span><a href=\"https:\/\/www.livebitcoinnews.com\/france-issues-final-mica-warning-to-crypto-firms-ahead-of-july-2026-deadline\/\"><span style=\"font-weight: 400\">MiCA<\/span><\/a><span style=\"font-weight: 400\"> heeft al uniforme regels voor crypto-activa binnen de EU vastgesteld. Toch was er nog steeds enig toezicht op nationaal niveau. Het nieuwe plan zal helpen deze kloof te dichten.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Het voorstel wordt ondertussen voorgelegd aan het Europees Parlement voor verdere bespreking. De definitieve structuur zal door wetgevers worden beoordeeld en bediscussieerd. Wijzigingen kunnen dus nog worden aangebracht v\u00f3\u00f3r goedkeuring.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Samengevat zet de EU een belangrijke stap richting gecentraliseerde crypto-regulering. De steun van de ECB voor het voorstel maakt het nog belangrijker. Deze hervorming zou de manier waarop crypto-bedrijven in Europa werken kunnen transformeren.
